The genre of this song is Ramvong as suggested by the title. This song was recorded on Wat-Phnom label 45-5012 Side B with Volume 3 included on the record.  Subsequent releases, such as label 45-5020 included Volume 5, all had a photo of Mr. Sinn Sisamouth in the recording studio with his elbow resting on a reel-to-reel audio tape recorder. 

This song was written by Sinn Sisamouth and music arrangement by the legendary Mer Bun.
As can be seen from the record label below, most of the information about the song was provided including the title in both Khmer and French.  Unfortunately, the date of the record release was not provided. Therefore, exact time of the song's recording and release was unknown. We are left to approximate the date of its release from other sources.

Note that even though  this song was originally released by Wat-Phnom label, other record labels also used  this song to compile and sold under their own names. Here we have Independence record label using this song in their H-108 label compilation.
